Terms Of Use
Effective June 13, 2026. These terms govern use of HarrisTaxProtest.com and the PropertyAppealIQ evidence packet workflow.
These terms are business-ready operating terms for launch preparation, but they are not a substitute for review by a Texas attorney before paid checkout is enabled.
1. Acceptance
By using HarrisTaxProtest.com, submitting a free scan, downloading a sample report, contacting us, or purchasing a future report, you agree to these Terms of Use, the Privacy Policy, the Disclaimer, the Data Sources Notice, and any checkout terms shown at purchase.
2. What the site provides
HarrisTaxProtest.com is a self-help information and evidence-organization website for Harris County, Texas property owners. The planned paid product is a property-specific PDF evidence packet that organizes public HCAD data, comparable assessment review, value history, owner evidence checklist, an owner-editable cover note draft, filing reminders, and source information.
Paid checkout is currently locked until manual HCAD portal validation and compliance review are complete.
3. What the site does not provide
HarrisTaxProtest.com and PropertyAppealIQ do not provide legal advice, tax advice, appraisal services, property-tax consulting, filing services, negotiation services, or representation before HCAD, an appraisal review board, a court, or any government body.
We are not your agent, representative, attorney, appraiser, tax advisor, or property-tax consultant. We do not file Form 50-162 or any appointment of agent form for you. You remain responsible for your own filing, evidence, deadlines, communications, hearings, and decisions.
4. No government affiliation
This site is not affiliated with HCAD, Harris County, any appraisal district, the Texas Comptroller, any appraisal review board, or any government office. Official information should be verified through HCAD and other official sources.
5. Owner authorization
You may submit a scan or request a report only if you are the property owner or have authority from the owner to review the property record and organize evidence for self-help use. You agree not to submit false, misleading, unauthorized, or unlawful information.
6. Data and report limitations
Reports are generated from public data and automated matching logic. Public records can be incomplete, delayed, corrected, or inconsistent. A report may contain errors, stale values, or matches that need manual review. The comparable assessment review is not a sales-comparable appraisal and is not an opinion of market value.

7. No guarantee
We do not guarantee a lower property value, lower tax bill, settlement, savings, protest acceptance, hearing result, filing outcome, or any other result. Property tax outcomes depend on facts, official procedures, timing, evidence, exemptions, tax rates, and decisions made by government bodies.
8. Payments and refunds
Free scans are currently free. If paid reports open, pricing and checkout terms will be shown before purchase. Digital reports may be generated and delivered quickly after checkout. Refund rights are described in the Refund Policy.
9. Communications
If you provide an email address, mobile number, or call us, we may contact you about your scan, report access, support request, or first-batch status. Text and call terms are described in the SMS And Call Terms. You can opt out of marketing texts by replying STOP where supported.
10. Prohibited use
You agree not to:
- Use the site to scrape, resell, or misuse public or private data.
- Submit information for a property you are not authorized to review.
- Interfere with the site, API, report generator, or security controls.
- Use reports to mislead HCAD, an ARB, a buyer, a lender, or another person.
- Remove disclaimers, source notes, or self-help limitations from a report.
11. Intellectual property
The site, brand, report design, software, text, charts, matching logic, and generated templates are owned by the site operator or its licensors. You may use a purchased report for your own property-tax self-help purpose, but you may not resell, clone, or commercially redistribute it.
12. Disclaimer of warranties
The site, free scans, reports, samples, data, and communications are provided "as is" and "as available." To the maximum extent permitted by law, we disclaim all warranties, including implied warranties of accuracy, merchantability, fitness for a particular purpose, non-infringement, and uninterrupted availability.
13. Limitation of liability
To the maximum extent permitted by law, HarrisTaxProtest.com, PropertyAppealIQ, and their operators, contractors, and service providers will not be liable for indirect, incidental, consequential, special, exemplary, or punitive damages, or for lost savings, missed deadlines, tax outcomes, data errors, or reliance on public records.
14. Changes
We may update these terms as the product moves from free scans to paid reports. Material changes will be reflected by the effective date on this page. Continued use of the site after changes means you accept the updated terms.
15. Governing law
These terms are intended to be governed by the laws of the State of Texas, without regard to conflict-of-law rules, unless applicable law requires otherwise.
